‘Check kids’ environment as it hits psychology, maintain balance in TV & internet exposure’

Lucknow: Chief justice of the Allahabad high court, Justice Rajesh Bindal, on Sunday said that it is important to see what kind of environment is being provided to children as it affects their psychology, and added that a balance should be maintained in their exposure to television and internet.
Delivering keynote address during the day-long zonal conference to discuss the ways to strengthen the Juvenile Justice Act and the POCSO Act, at the Judicial Training and Research Institute (JTRI), Justice Bindal said, “It is important to see what kind of environment is being provided to children as it affects their psychology and actions. As children are vulnerable, a balance should be maintained for exposing them to television and internet. Children should know the consequences of the offences which might affect their life.”
He said counselling of children and their parents was important while dealing with cases of sexual abuse.
Senior judge, Allahabad HC, Justice Ramesh Sinha said expeditious justice delivery system should be administered for children and a suitable environment be provided to them.
Justice DK Upadhyay, chairman of JTRI, said: “There are many aspects of implementation of Juvenile Justice Act, 2015 and POCSO Act, 2012 which need to be looked at closely. The key idea should be to take decision in the best interest of the child.”
Justice Kaushal J Thaker, judge and chairperson, Juvenile Justice Monitoring Committee, Allahabad HC, spoke about the concept of victimology and the condition of juveniles in child care institutions.
“We need to focus more on the plight of the victims of child sexual abuse and award appropriate compensation under the Victim Compensation Scheme or Rani Laxmi Bai scheme as the case may be,” he added.
Judge, Allahabad HC at Lucknow, Justice Abdul Moin said, “As a practice to learn, evolve strategies and support in developing a conducive environment for children, under the guidance of the Chief Justice, the Juvenile Justice Committee of the HC decided to organize zonal conferences on effective implementation of the JJ Act & strengthening support system for POCSO survivors.”
Secretary, department of women and child development, Anamika Singh said that the government took various steps to take care of the children during Covid pandemic.
“The aim of holding zonal conferences is to sensitize the officers and functionaries on different nuances and the dynamics surrounding issues of protection of children from harm, abuse, and any form of exploitation,” said Amit Mehrotra, programme manager, UNICEF, Uttar Pradesh.
