Texas water utilities have a good idea of pipe materials they maintain on the Public Side of the meter or curb box, but little if any knowledge of the Private-Side service line owned by the Customer.

AUSTIN, TEXAS, USA, May 4, 2023/EINPresswire.com/ — Today it was learned that the Texas Commission on Environmental Quality (TCEQ) has set May 23, 2023 at Midnight CDT as the deadline for water systems in the State of Texas to apply for funding to locate and replace buried lead water service connections.

Texas is served by 4,642 community water systems that service over 30 million people. Of that 4.308 serve populations of under 10,000 people with many unidentified lead service lines.

A Community Water System (CWS) is a public water system that supplies water to the same population year-round.

As part of the state’s goal to eliminate 100% of buried lead water service pipes, a total of $213,455,000 is currently available for projects under the State Fiscal Year 2023 Lead Service Line Replacement Intended Use Plan (IUP).

Exposure to lead in drinking water can stunt neurological development in children and cause a host of brain, kidney, and heart problems in adults.

For the first time, water utilities are now required by the U.S. Environmental Protection Agency to investigate and inventory homeowner or private-side water service lines to determine if there are lead pipes.

The Biden Administration’s Infrastructure Investment and Jobs Act appropriated funds through the Drinking Water State Revolving Fund for lead service line replacement projects.

To spread the word on funding assistance, the Texas Water Development Board (TWDB) has been hosting a series of webinars on replacement projects and associated activities related to the identification, planning, design, and replacement of lead service lines.

Covering program eligibility, timelines, types of eligible projects, and more, the last remaining informational webinar will be held Thursday, May 11, 1:30-2:30 p.m.

Electro Scan Inc. supports the state’s funding deadline and has become a key solution provider supplying technology to locate lead water service lines, without digging.

Sponsoring a nationwide 28-City ‘Get The Lead Out’ Roadshow, Electro Scan has hosted a nationwide effort to showcase its award-winning trenchless non-destructive technology. Three stops in Texas included Sante Fe (Feb 21), Arlington (Feb 23), and Texarkana (Feb 28).

Last week, the City of Arlington City Council approved the purchase of an Electro Scan SWORDFISH and TRIDENT solution.

Recently, both SWORDFISH and SWORDFISH SPECIAL EDITION (SE), conducted a multi-location benchmark with San Antonio Water System.

The SWORDFISH was first introduced over a year ago at the American Water Works Association Annual Conference and Exhibition (ACE) 2022 event in San Antonio, Texas.

Many utilities questioned SWORDFISH’s ability to navigate underground piping, including bends, curves, changes in materials, and various water pressures.

During its nationwide roadshow, several large utilities set-up specialized race courses to demonstrate the ability to detect different pipe materials in the same pipe run.

This summer, Electro Scan will be attending the Texas Rural Water Association’s Technical & Training Conference at the Galveston Convention Center on July 12-13.

Tailored to water operators, managers, and board members, the TRWA conference will feature a 30-minute SWORDFISH demonstration.
