Text of Vice-President’s Address at the inauguration ceremony of Samvidhan Mandir at Elphinstone Technical High School and Jr. College, Mumbai

I am humbled to inaugurate Samvidhan Mandir online in all the 434 ITIs in the State on International Day of Democracy.
क्या दिन का चयन किया गया है। विश्वभर में इसका असर पड़ेगा।
It is indeed a milestone achievement. It surely will generate awareness about our Constitution. और आज के दिन इसकी बहुत बड़ी आवश्यकता है क्योंकि कुछ लोग संविधान की आत्मा को भूल चुके हैं।
I am particularly grateful to Shri Mangal Prabhat Lodha, Hon’ble Minister, Govt. of Maharashtra for taking this initiative at this grand scale and not for a day, it’s a continuous process, continuous learning about our Constitution. This is a very commendable work. It exemplifies commitment to the constitution, to the highest order, congratulations. और कितना अच्छा समय है 75th year of our Constitution.
I must refer to a significant fact that makes this event glorified. This event is no less than a हवन, कारण यह कार्यक्रम उस जगह हो रहा है जिसने भारत की संविधान का निर्माण किया, भारत के संविधान के शिल्पी रहे, उन्होंने यहां शिक्षा प्राप्त की। What a choice of the place, very memorable! हमारी याद में सदैव यह रहेगा कि उस स्कूल के अंदर जहां बाबा साहब ने शिक्षा प्राप्त की और शिक्षा का नतीजा हमें इतना जबरदस्त विधान दिया, वहां से इसकी शुरुआत हो रही है।
मेरा परम सौभाग्य रहा, 1989 से 91 तक मैं लोकसभा का सदस्य रहा।
जिन बाबा साहब को हम भूल गये थे, उससे पहले के सरकारों ने याद नहीं किया कि असली रत्न, भारत रतन, बाबा साहब अंबेडकर को क्यों नहीं दिया गया। वो दिन आया, मैं लोकसभा का सदस्य था और वो दिन 31 मार्च 1990 का था।
बाबा साहब को भारत रत्न से अलंकृत किया गया। It was an honour conferred late.
देरी से दिया गया, पर देर हो सवेर हो न्याय हुआ क्योंकि बाबा साहब ने सदा यह ध्यान दिया कि जो वंचित है उनके साथ न्याय हो।
पर आप सोचिए, think about it why was it not given before? Baba Saheb was too well known, as an architect of Indian Constitution.
एक दूसरा महत्वपूर्ण मुद्दा जो बाबा साहब की psychology से जुड़ा हुआ है। मंडल कमिशन की रिपोर्ट present होने के बाद दस साल तक और देश के दो प्रधानमंत्री रहे उस दशक में, श्रीमति इंदिरा गांधी और श्री राजीव गांधी, एक पत्ता भी नहीं हिला उस रिपोर्ट के ऊपर।
सामाजिक न्याय जिसकी नीव मज़बूती से डॉ भीम राव अंबेडकर ने रखी थी और रखी भी थी मौलिक अधिकार के रूप में। That was done in August in 1990, और उस समय मेरा परम सौभाग्य है कि मैं केंद्र में मंत्री था।
यह दो घटना जो बाबा साहब अम्बेडकर के दिल से जुड़ी हुई थी, संविधान की आत्मा के रूप में थी, मेरे को भागीदार बनने का मौक़ा मिला, I will ever remember it in my memory.
पर रिजर्वेशन क्यों नहीं हुआ पहले, इसकी एक प्रश्ट भूमी है, माइंट सेट नहीं था, समझते थे ये लोग योग्य नहीं है, अरे योग्यता तो प्रमाणित डोक्टर बी आर आंबेडकर ने कर दी दुनिया के सामने।
Let me quote certain reflections about this mindset. Pandit Nehru first PM of this country, What did he say? “I do not like reservations in any form. Especially reservations in jobs”. According to him and sadly and unfortunately I quote “I am against any step that promotes inefficiency and takes us towards mediocracy.”
यह बाबा साहब का विचार है, thought process है कि सोचिये आज भारत की महामहिम राष्टपति कौन है, प्रधान मंत्री किस वर्ग के है और उपराष्ट्रपति कौन है। That mindset that thought that reservation is against meritocracy, someone is against Reservation , Reservation भारत की आत्मा है , संविधान की आत्मा है।
Reservation is an affirmative action, it is not negative, Reservation is not depriving someone of opportunity, reservation is handholding those who are pillars and strength of society.
चिंता का विषय है, चिंतन का विषय है माँ, मंथन का विषय है!
वही मानसिकता जो anti reservation की थी।
आज के दिन संविधान के पद पर बैठा हुआ व्यक्ति विदेश में कहता है – रिजर्वेशन ख़त्म होना चाहिए।
Look at the baton of prejudice against reservation that has been handed over
Keeping in mind my Constitutional position, let me assure you that reservation is the conscience of the Constitution, reservation is in our Constitution with positivity, with great meaning to bring about social equality and to cut inequities.
यह समय आ गया है कि हम देखें कि हमारी प्रजातांत्रिक यात्रा के अंदर कौन से चढ़ाव थे कौन से गिराव थे और आपको लगेगा that constitution is the soul of democracy and Parliament is its custodian. In a steadfastly work to protect preserve and defend our constitution and डेमोक्रेसी, यदि आप ऐसा करना चाहते हैं एक दिन को कभी मत भूलिए, सदैव याद रखिए। वह काला दिवस है, हमारे इतिहास को कलंकित करने वाला है। The darkest chapter of our journey post independence, never forget June 25 1975 the darkest period of our democracy.
इंदिरा गांधी तत्कालीन प्रधानमंत्री ने एक भूकंप जारी कर दिया नागरिकों के खिलाफ, नागरिकों के अधिकारों के खिलाफ। 21 महीने तक इस देश ने क्या बर्दाश्त किया। हजारों की संख्या में लोग जेल में डाल दिए गए, कानून का कहीं राज नहीं रहा। तानाशाही क्या होती है वह काल परिभाषित करता है। जो कुछ सपना डॉक्टर भीमराव अंबेडकर का था वह 21 महीने में चकनाचूर कर दिया गया।
It was a vengeful dictatorship and a saga of terror was unleashed. I want young boys and girls and students to know more about that period and never forget that period. It is that learning which will give you strength to protect the constitution और इसी को ध्यान रखते हुए 2015 में भारत के प्रधानमंत्री ने घोषणा की there will be Constitution Day celebration on 26 November every year.
अब हम Constitution Day क्यों मनाते हैं ताकि हमें याद रहे कि हमारी Constitution का निर्माण कैसे हुआ, यह कैसे हमारे अधिकारों का सृजन करता है कैसे हमें ताकत देता है कैसे हमें बल देता है और कैसे ऐसी व्यवस्था पैदा करता है कि साधारण पृष्ठभूमि का व्यक्ति प्रधानमंत्री है कृषक का पुत्र उपराष्ट्रपति है and a tribal women of great calibre elegance जिसने सब कुछ देखा है कमी देखी है जमीनी हकीकत देखी है वे राष्ट्रपति है।
विधि का खेल भी अजीब है। इस मुंबई की भूमि पर 11 अक्टूबर 2015 को, जब प्रधानमंत्री जी एक पुण्य कार्य कर रहे थे, laying the foundation stone of Dr B R Ambedkar statue of equlaity memorial in Mumbai तब उनके मन में क्या अच्छा ख्याल आया और यहां घोषणा की कि संविधान दिवस मनाया जाएगा। इससे कोई पवित्र मौक़ा नहीं हो सकता।
मुंबई की भूमि पर, Dr BR अंबेडकर के जन्मदिन, foundation laying of Dr BR Ambedkar statue of equality memorial in Mumbai और गजट नोटिफिकेशन किस दिन जारी हुआ? घोषणा, बहुती शुभ दिन हुई, गज़ट नोटिफिकेशन जारी हुआ, 19 नवम्बर 2015,
किनका जन्मदिन था? जिन्होंने इमरजेंसी लगाई, बहुत बड़ा lesson है दोनों दिन के अंदर, 11 अक्टूबर को घोषणा, लागू करना 19 नवम्बर को, ताकि हर कोई याद रखे कि जिन्होंने इस देश को अंधकार में डाला, संविधान को। धूमिल किया, भावनाओं को कुचला, मौलिक अधिकारों को समाप्त किया लोगों को कालकोठरी में डाल दिया।
उनके जन्मदिन पर एक रौशनी दिखाने वाला काम किया गया।
25 जून को संविधान हत्या दिवस मनाया जाता है। यह बहुत जरूरी है, आपने वह कालखंड नहीं देखा है, आपको इतिहास का ज्ञान होना चाहिए की 21 महीने में क्या हुआ, अचानक कैसे बदला, कुर्सी बचाने के लिए, सिर्फ कुर्सी बचाने के लिए सब हदे पार कर दी गई, आधी रात को संविधान की जो प्रक्रिया थी उसे इग्नोर करते हुए संविधान की भावना को कुचलते हुए संविधान के एसेंस पर कुटाराघात करते हुए proclamation of इमरजेंसी जारी की गई। यह ऐसा था कि दिल दहलाना वाला था।
इसलिए मैं कहता हूं संविधान हत्या दिवस, Constitution Murder Day reminds us of the dictatorial mindset of the then PM Indira Gandhi who strangled the soul of democracy by imposing emergency and it is also a day to pay homage to each and every person who suffered due to the excesses of the Emergency, a Congress unleashed dark phase of Indian history, the darkest ever phase.
Which any democracy has ever seen. और उस समय Boys and girls अखबारों ने क्या किया The Times of India Bombay Edition, Mumbai Now एक obituary लिखी “Democracy delivered husband of truth, loving father of liberty, brother of faith hope and justice expired on June 26”. Democracy मर गई यह Times of India ने लिखा।
Indian Express के दिल्ली एडिशन ने 28 जून को अपना एडिटोरियल का स्पेस खाली रखा। Statesman now Kolkata then Calcutta ने भी यही किया।
And this day boys and girls and my friends remind us of the contributions of those who fought against emergency and suffered indignities indescribably. इसलिए संविधान हत्या दिवस हमें सीख लेने वाला दिवस है।
The constitution is not to be flaunted like a book.
The Constitution has to be respected. The Constitution has to be read. The Constitution has to be understood.
मात्र किताब के रूप में लेकर constitution दिखाना, इसकी नुमाइश करना atleast कोई भी सभ्य व्यक्ति, जानकार व्यक्ति, संविधान के प्रति समर्पित भावना रखने वाला व्यक्ति, संविधान की आत्मा को पूजने वाला व्यक्ति , स्वीकार नहीं करेगा।
There are 22 parts of the constitution which are illustrated by 22 paintings. वह हमारे 5000 साल के इतिहास को दर्शाती है. हमारे मूल्यों का दर्शन करवाती है। These paintings capture are Civilization ethos and values. सबसे पहले है the Union and its territory. जेबू बुल है दिखाया गया है जेबू बुल का मतलब सब ताकत एक में निहित है, भारत मजबूत रहे भारत को खंडित करने वाले लोगों के सपने चकनाचूर हो जाए यह लिखा है और जब हम मौलिक अधिकारों पर जाते हैं तो वह पेंटिंग क्या है श्री राम देवी सीता श्री लक्ष्मण, the eternal Heroes of India who symbolises the victory of Dharma over Adharma as depicted in a scene from Ramayan part 3. यह मौलिक अधिकारों में है कि अधर्म हारेगा और धर्म की जीत होगी। हमारी रामायण से लिया हुआ एक पृष्ठभूमि का महत्वपूर्ण अंग है।
जब आगे चलते हैं Directive Principle of State Policy “Shri Krishna propounding the infinite ocean of wisdom – the Bhagavat Gita to a किंकर्तव्यविमूढ़ Arjuna before the commencement of the battle of Mahabharat at Kurukshetra is the subject of the artwork in Part IV – Directive Principles of State Policy.”
“The valiant and great Maratha King – Chhatrapati Shivaji Maharaj occupies a place of pride in Part XV which deals with Elections.”
ऐसे डॉक्यूमेंट को बिना समझे हुए उसकी आत्मा में जाए बिना, उसको पूजे बिना ऐसे दिखाना गलत है। आज दिखा दिया इस कार्यक्रम ने, यह मंदिर है, एक आचरण मांगता है।
While under the Constitution we enjoy fundamental rights. हमारे मौलिक अधिकार हैं, उसी संविधान में हमारे मौलिक दायित्व भी हैं, और दायित्व सर्वप्रथम क्या हैं?
Abide by the constitution and respect the national flag and national anthem. Follow the ideals of the freedom struggle, and protect the sovereignty and integrity of India.
कितनी बड़ी विडंबना है, विदेश यात्रा का एक ही उद्देश्य है, इस दायित्व का निर्वहन न करना। सार्वजनिक रूप से भारत के संविधान की आत्मा को तार-तार करना। We must beleive in our Fundamental Rights and Duties.
मैं याद दिलाना चाहता हूं आपको 3 साल की तपस्या के बाद, एक महीना कम था, 18 सेशन में भारत के संविधान का निर्माण हुआ। डॉ बी आर अंबेडकर का अंतिम वक्तव्य वहां नवंबर 25 1949 को था.
डॉ बी आर अंबेडकर ने उस समय बहुत महत्वपूर्ण बात कही हम सबके कान खड़े हो जाने चाहिए, हम लोगों के दिल में वह बात बस जानी चाहिए, I quote : “India has once before lost her independence by the infidelity and treachery of some of her own people.”
ऐसा नहीं था कि भारत कभी आजाद नहीं था, आजाद था आजादी क्यों खोयी, हम में से कुछ लोग उनके हिसाब से infidelity थी उनकी treachery थी उनकी। आगे कहते हैं “Will history repeat itself? Will Indians place the country above their creed or will they place the creed above the country? But this much is certain if the parties place creed above country, our independence will be put in jeopardy a second time and probably be lost forever”.
कितनी बड़ी उन्होंने चिंता व्यक्त की है। फिर हमसे उन्होंने हमें यह गाइडेंस दिया है, हमें एक सीख दी है कि जब ऐसा मौका आए वह कहते हैं I quote him “This eventuality we must all resolutely guard against. We must be determined to defend our independence with the last drop of our blood”.
इससे ज्यादा Dr BR Ambedkar क्या कह सकते थे? उन्होंने जो चिंता व्यक्त की है कुछ लोग उसको ज़मीनी हकीकत कर रहे हैं। कुछ देश के अंदर कुछ देश के बाहर। To the last drop of our blood we have to resolutely fight them, यह मैसेज DR BR Ambedkar का हमारे मन, मस्तिष्क और चित्त के ऊपर अमिट रहना चाहिए। We should be ever ready to fight these forces.
Boys and girls, जब ऐसे कृत्य हमारे सामने आते हैं, जो राष्ट विरोधी हैं,राष्ट्रवाद के खिलाफ़ हैं, संविधान को अनादर करते हैं, हमें करना चाहिए, We need to speak out when there is challenge to our constitutional values.
अस्मिता पर प्रहार हो तो आवश्यक हो जाता है प्रतिघात। We cannot afford to be in silence mode when there is such a frontal onslaught on our constitutional values, democratic values in and outside the country.
अब देखिए हम कहां आ गए हैं what a shame सर झुक जाता है शर्म से एक कहता है Horrifying horrendous barbarity in Kolkatta with a lady doctor is termed as “symptomatic malaise”. What kind of description is this? दूसरा कहता है throwing an anarchist spanner “Bangladesh can happen here” and another one holding a constitutional position “there is serialised periodic ‘anti-India rant’ on foreign soil by one holding constitutional position. Can we overlook or countenance such sacrilege of our constitution? I call upon the youth to rebuff such adventures”. वे हमारे भारत मां पर चोट करते हैं I
Friends, all organs of state- Judiciary, Legislature, Executive उनका एक ही उद्देश्य है संविधान की मूल भावना सफल हो, आम आदमी को सब अधिकार मिलें, भारत फले और फूले।
They need to work in tandem and togetherness to nurture and blossom democratic values and further constitutional ideals. An Institution is well served when it is conscious of certain limitations. Some limitations are obvious some limitations are very fine they are subtle.
This announces the sublimity and efficacy of our organs of the state. Let these sacred platforms- judiciary, legislature, and executive not trigger points of political inflammatory debate or narrative that is detrimental to the established institutions that serve the nation well in a challenging and daunting environment.
Our Institutions, all kinds of Institutions- Elections Commission, the investigative agencies they perform a duty under tight situations and observation can de-spirit them. It can set a political debate afloat. It can trigger a narrative. We have to be extremely conscious about our Institutions. They are robust, they are working independently, and there are checks and balances. They work under the rule of law. In that situation, if we work in a manner to just generate some sensation. To become a focal point or epicenter of a political debate or a narrative that I would to the concerned is wholly avoidable.
When abroad we all are first and last भारतीय। भारतीयता ही हमारी पहचान है। हमारे राष्ट्रवाद के प्रति हमारी भावना झलकनी चाहिय। राष्ट्रहित सर्वोपरि है। राष्ट्र के अहितकारी तत्वों को बढ़ावा देना सरासर अमर्यादित और राष्ट्र धर्म का घोर अपमान है। इन ताकतों को कुंठित करना हमारा परम दायित्व और राष्ट्र धर्म है। जो विपरीत दिशा में हैं उनको चिंतन मंथन करना चाहिय। देश को धवंश करने का मानस रखने वालों को सबक़ सिखाना हमारा मक़सद है न की उनको गले लगाना।
I would conclude by making an appeal, I appeal to all citizens to ever keep the interest of the nation above that of self and politics. Commitment to nationalism is fundamental to democracy. It is also the essence and spirit of Constitution given the challenges we face from without and within unfortunately from within.
Let us resolve this day I give a Clarion call to all of you, Be Vocal about our nationalism, be extremely vocal about our nationalism, and be Vocal about the constitution because that is the only way to ensure in 2047 Bharat becomes a developed nation. The marathon march for 2047 is continuing, this will be fast-tracked by events like this. When people will get the spirit of the constitution in them, they will work obviously for themselves but above all they will work only for the nation.
जो पूरे देश में हवन हो रहा है, विकसित भारत के लिए हो रहा है आज आपका यह कदम इसमें बहुत जबरदस्त आहुति का साधुवाद के पात्र हैं।
I am grateful to the Hon’ble Chief Minister Shri Eknath Shinde Ji, and Hon’ble Minister Shri Mangal Prabhat Lodha Ji जिन्होंने मुझे एक ऐसा मौका दिया कि मैं उस जगह से जहां DR BR Ambedkar ने शिक्षा प्राप्त की थी वहां से इस मशाल को चालूं करूं जो पूरे देश में जाएगी।
