Micro, Small and Medium Enterprises (MSME) sector, with more than 6.30 crore enterprises, has emerged as a highly vibrant and dynamic sector of the Indian economy, fostering entrepreneurship and generating employment opportunities at comparatively lower capital cost, next only to agriculture. The Ministry of MSME, Government of India, in collaboration with various organizations & institutes has pioneered initiatives that promotes growth and development of the MSME sector, including Khadi, Village and Coir industries. These initiatives and programmes provide comprehensive support by focusing on key areas such as credit support, technological assistance, infrastructure development, skill development and training, enhancing competitiveness and market assistance.
The year 2024 has been marked by various milestone achievements by the Ministry of MSME, including the launch of new campaigns and initiatives, as well as collaborative MoUs with other countries for bilateral cooperation. It has been a remarkable year for the Ministry introducing several new programmes. Some of the key initiatives and achievements of the Ministry in the year 2024 are as under:
1. MAJOR INITIATIVES AND ACHIEVEMENTS DURING 2024:
1.1 PM VISHWAKARMA (National Event on 20.9.2024)
Hon’ble Prime Minister launched the PM Vishwakarma scheme on 17.09.2023, to prov ide end-to-end support to artisans and craftspeople of 18 trades who work with their hands and tools. Key Milestones (from 1st January 2024 to 30th December 2024) under the PM Vishwakarma scheme are as under:-
- Registrations: 24.77 lakh applications were successfully registered under the scheme.
- Skill Upgradation: 15.05 lakh beneficiaries have completed basic skill training.
- Credit Support: Rs. 2197.72 crore sanctioned to 2.54 lakh beneficiaries in the form of collateral-free loans at concessional rate of interest.
- Digital Incentive: 6.58 lakh beneficiaries are digitally enabled.
- Marketing support: 75 trade fairs and exhibitions organized across the country to promote artisans and their crafts & skills.
To commemorate the successful completion of one year of the PM Vishwakarma Scheme, a national event was held on 20.09.2024 at Wardha, Maharashtra. Hon’ble Prime Minister addressed the event and 18 selected PM Vishwakarma beneficiaries, from the 18 traditional trades, were awarded loans, a reflection of the tangible support provided by the Scheme to help artisans expand their businesses and upgrade their tools. The event was broadcast live across 550 locations attended by a sizable gathering of PM Vishwakarma beneficiaries.
1.2 Formalization of MSMEs:
A major thrust of the Government has been on formalization of enterprises. Formalization is an important enabler for providing an identity to the MSME enterprises and ease of doing business. As on 26.12.2024, as many as 5.70 crore MSMEs, with an employment of 24.14 crore are registered on Udyam Registration Portal and Udyam Assist Platform (UAP). The Ministry of MSME, through its Development and Facilitation Offices (DFOs) and in coordination with the State Governments and other stakeholders has promoted special registration drives across the country. This effort has yielded significant results, which is evident from the accelerated growth in the number of registered enterprises.
1.3 Credit Guarantee Scheme
The Credit Guarantee Scheme for Micro and Small Enterprises is one of the flagship schemes of the Ministry of MSME for providing collateral free loans to Micro and Small Enterprises. This scheme was revamped in the year 2023, wherein ceiling limit of guarantee coverage was enhanced from Rs 2 crore to Rs 5 crore; he annual guarantee fees reduced; and threshold limit for waiver of legal action was increased.
19.90 lakh guarantees have been approved amounting to Rs. 2.44 lakh crore during the period 1stJanuary to 30th December, 2024. In addition, a Special Scheme for Micro Enterprises, which are exempt from GST regime and are registered on Udyam Assist Platform, was launched on 14th February, 2024 in which loans up to Rs 20 Lakh guaranteed without any Primary Security are provided to Informal Micro Enterprises and the Guarantee coverage is 85%.
Further, recognizing the importance of women entrepreneurs in economic growth of the country, the guarantee coverage has been enhanced for women-owned enterprises from existing 85% to 90% vis-a-vis 75% coverage for others with effect from 1st April, 2024.
1.4 ‘MSME – Trade Enablement and Marketing (MSME-TEAM)’ Scheme
Ministry has launched MSME-TEAM initiative during the Udyami Bharat event on 27.06.2024, with an outlay of Rs. 277.35 crore for promotion of digitalisation of trade and commerce among MSMEs. The initiative enables and assists micro and small enterprises to onboard e-commerce platforms by assisting in catalogue preparation, account management, logistics and packaging. The Scheme aims at digital empowerment of 5 lakh MSEs, out of which 2.5 lakh MSEs will be women entrepreneurs owned MSEs. This will significantly enhance their access to market and contribute to their capacity building.
1.5 Yashasvini Campaign on 27.06.2024:
Ministry of MSME has launched the Yashasvini Campaign, on 27.06.2024 during ‘Udyami Bharat – MSME Day event, as a key step towards achieving gender parity by 2029 on the Udyam and Udyam Assist (UA) portals. The Yashasvini Campaign was launched in collaboration with Women Entrepreneurship Platform (WEP), NITI AAYOG and Ministry of Rural Development (MoRD). It has initiated the campaign towards formalization, capacity building, mentoring of women and promotion of Digital e-Commerce.
1.6 MSME Hackathon 4.0 on 11.09.2024
The MSME Hackathon 4.0 was launched on 11.09.2024 which aims to promote adoption of latest technologies by MSMEs and expand business by supporting them in design, strategy and execution. MSME Hackathon 4.0 promotes idea incubation and innovation among start-ups and young entrepreneurs. MSME Hackathon 4.0 support 500 young entrepreneurs by providing assistance of up to Rs. 15 lakh each to promote incubation and innovation. More than 25,000 completed ideas have been received in Hackathon 4.0 and are currently under evaluation.
1.7 Centre for Rural Enterprise Acceleration through Technology (CREATE) set up at Leh on 14.09.2024:
Hon’ble Minister for MSME inaugurated the Centre for Rural Enterprise Acceleration through Technology (CREATE) setup at Leh through virtual mode on 14.09.2024. CREATE will provide a Pashmina wool roving facility, training for development of production facility for essential oil extraction from roses and other flowers, etc. CREATE aims to enhance local productivity, improve product quality, and boost the economic potential. It will improve livelihoods of local communities by enabling value addition and helping local artisans earn higher remuneration.
1.8 Signing of MoU with US-SBA:
Ministry of MSME on 13.8.2024 signed a Memorandum of Understanding (MoU) with the United States Small Business Administration (US-SBA) at New Delhi for promoting bilateral cooperation for development of small and medium size enterprise (SME) in the two countries. A webinar was held on 10th December, 2024 to operationalize the MoU.
2. OTHER SIGNIFICANT ACHIEVEMENTS

- Access to Credit
2.1.1 Prime Minister’s Employment Generation Programme (PMEGP)
PMEGP is a credit linked subsidy scheme for providing employment opportunities through establishment of micro-enterprises in the non-farm sector by providing Margin Money (subsidy) to beneficiaries availing loan from banks for setting up new enterprises with maximum project cost of Rs. 50 lakh in Manufacturing Sector and Rs. 20 lakh in Service Sector.
Since January 2024, PMEGP applications were accepted from prospective beneficiaries in 11 regional languages. Since its inception i.e. FY 2008-09 till FY 2024-25 (as on 24.12.2024), more than 9.87 lakh micro enterprises have been assisted across the country with disbursement of Margin Money subsidy of Rs. 26,124.26 crore, generating a total estimated employment for more than 80 lakh persons.
During FY 2024-25 (as on 24.12.2024), 58,028 new micro enterprises have been assisted across the country with disbursement of Margin Money subsidy of Rs. 2018.97 crore, generating a total estimated employment for more than 4.6 lakh persons.

- SRI Fund
-
Self Reliant India Fund Scheme of the Ministry of MSME provides equity funding to those MSMEs which have the potential and viability to grow and become large units. Since its operationalization in October 2021 till date, 57 Daughter Funds have been empaneled with NSIC Venture Capital Fund Limited (NVCFL), i.e. Mother Fund. SRI Fund has assisted 523 MSMEs by way of investment of Rs. 9,623 crore.
From 1st January, 2024 to 30th November, 2024, 06 daughter funds were empaneled with NVCFL. More than Rs. 2,701 crore has been invested to assist 115 potential MSMEs.

- Infrastructure & Capacity Building
- Micro and Small Enterprises Cluster Development Programme (MSE-CDP)
- Infrastructure & Capacity Building
The Micro and Small Enterprises Cluster Development Programme (MSE-CDP) was launched in the year 2003. The objective of the scheme is to enhance the productivity and competitiveness of Micro and Small Enterprises (MSEs) through financial assistance for establishment of ‘Common Facility Centers, flatted factories, (CFCs)’ and creation and up-gradation of industrial estates. Under the scheme, 609 projects have been approved of which, 353 projects have been completed so far.
Out of the 609 approved projects, 29 projects, with a total project cost of approximately Rs. 601 crore, with Government of India’s assistance of Rs. 392 crore were approved during the period January 2024 to December 2024

- Scheme of Fund for Regeneration of Traditional Industries (SFURTI)

The Scheme was launched in 2005-06 and aims at organizing traditional artisans into collectives/clusters for product development and diversification through value addition and to promote traditional sectors and increase income of artisans in a sustainable manner. A total of 513 clusters have been approved and out of this, 376 clusters have become functional.
During January 2024 to December 2024, 18 clusters have become functional providing benefit to 11,810 artisans in 11 States. 15 clusters have been approved in FY 2022-23 with a total Government of India assistance of Rs. 40.01 crore directly benefitting 8,875 artisans.
2.3 Procurement & Marketing Support
2.3.1 Public Procurement Policy for Micro and Small Enterprises
To provide an assured market support to the Micro and Small Enterprises in the country, the Ministry of MSME, Government of India notified the Public Procurement Policy for Micro and Small Enterprises (MSEs), Order, 2012, which mandates 25% annual procurement from MSEs by Central Ministries/Departments/Central Public Sector Enterprises (CPSEs), including 4% from MSEs owned by SC/ST and 3% from MSEs owned by Women entrepreneurs. A total of 358 items are reserved for exclusive procurement from MSEs.
Vis-a-vis the minimum 25% annual procurement, the participating CPSEs and Departments procured a total amount of Rs. 37,190.02 crore (38.39%) from MSEs during the year 2024-25 (as on 5th December, 2024), benefitting 1,15,481 MSEs.

- Procurement and Marketing Support (PMS) Scheme: 43rd India International Trade Fair (IITF)-2024

The scheme promotes new market access initiatives and enhances the marketability of products and services in the MSME sector. 222 trade fairs/exhibitions have been approved under the scheme, of which 170 have been successfully held or are ongoing across the country during the current financial year. Over 60% of fairs were approved for Tier-II/Tier-III cities. As of date, more than 5,500 Micro and Small Enterprises (MSEs) have been approved to participate in these fairs/exhibitions.
Hon’ble Minister of MSME inaugurated the “MSME Pavilion” at the IITF-2024 on 16.11.2024 and Hon’ble MoS, M/o MSME also visited the fair on 20.11.2024. This year the theme of MSME Pavilion was “Green MSMEs”.
With participation from 200 exhibitors representing 29 States and Union Territories, the Pavilion displayed diverse products like handicrafts and handlooms, Toys, Ceramics etc. Importantly, 71% of the stalls were allocated to women entrepreneurs, 45% to SC/ST entrepreneurs, and 35% to aspirational districts and more than 85% to first time participants in the fair from M/o MSME.
2.4 Access to Technology
2.4.1 MSME Champions Scheme:
The objective of the MSME Champions Scheme is to select clusters and enterprises and modernize their processes, reduce wastages, sharpen business competitiveness, and facilitate their National and Global reach and excellence. The Scheme has three components, namely, ‘MSME-Sustainable’ (ZED), ‘MSME-Competitive’ (LEAN) and ‘MSME-Innovative’ (Incubation, Design, IPR).
- MSME Innovative scheme was launched on 10th March, 2022 with 3 components, namely, Incubation, Design and IPR. Under the ‘Incubation’ component, 697 Host Institutes (HIs) have been approved which will nurture the development of innovative ideas approved through due selection process. Hon’ble Minister (MSME) launched the MSME Idea Hackathon 4.0 on 11th September, 2024. Under the Idea Hackathon 4.0 (Young Innovators), 29,237 ideas have been received. Under the ‘Design’ component, 18 MoUs have been signed – 1 IISc, Bangalore, 6 IITs, 11 NITs as Implementing Agencies and 47 Professional Design/Student Projects have been approved. Under the ‘IPR’ component, 73 Patents, 616 Trademarks, 37 Designs and 1 GI registration have been approved by IPFCs.
- MSME-Sustainable (ZED) Certification scheme was launched on 28th April, 2022. During the year, total 1,64,525 enterprises received ZED Certifications to assist them in improving in quality and productivity. Further, w.e.f. 18th September 2024, ZED 2.0 amendments have been implemented to offer MSMEs enhanced support through cost-effective measures, including a 20% reduction in certification costs. New parameters like Energy Management and Measurement & Analysis added to strengthen the MSMEs at the Bronze level, while regular assessments are made for Silver and Gold certifications to keep MSMEs aligned with industry standards. Additionally, financial assistance for multiple testing and certifications also introduced to provide comprehensive support to MSMEs, making ZED 2.0 a impactful evolution of the scheme.
- MSME Competitive (LEAN) Scheme was launched on 10th March, 2023. So far, 24,339 MSMEs have been registered, 24,221 MSMEs have taken the pledge and 9,719 MSMEs are Basic Lean Certified, up to 18th December, 2024.

- Technology Centres

Ministry of MSME has set up 18 Tool Rooms & Technical Institutions (TRs & TIs), from 1967 to 1999 to provide technological support to industries through design & manufacture of tools, precision components, moulds, dies etc. in sectors such as General engineering, Forging & Foundry, Electronics, Electrical Measuring Instruments, Fragrance & Flavour, Glass, Footwear & Sport Goods, etc. Generally, these are called Technology Centres (TCs). Some TCs apart from extending design, development & manufacturing support for complex tools, parts and components to MSMEs have also supported strategic sectors such as defence, aerospace etc. TCs also provides skilling to youth for industry ready manpower and re-skilling the industry workforce as per need of industry.
18 Tool Rooms & Technical Institutions have assisted 44,223 Units during January 2024 to November 2024. To provide impetus to Atmanirbhar Bharat, key import substitution initiatives have been undertaken and accordingly, some Tool Rooms have developed and manufactured indigenous components for MSMEs such as, Slide core insert; Clamp Jaw set s used in a mosquito repellent bottling machine; various parts of the Magnetron used for cancer treatment radiotherapy machines; Aluminum chain link used in two stage blow moulding machine; Anti-Pak Pins, Motor bushing and Agitator Pins of the Popcorn Making Machines; Hologram stamping head used in applying holograms to car number plates; chain bracket bottom parts of the automatic pouch filling machine; developed component “Dackee Sim Cover” used in the Extrusion T-Die of Polymer Sheet Extrusion Lamination Machines; Chaff Cutter; Developed & manufactured stitching die punches used in the Pickling Plant for joining rolled sheets; Developed Stationary cutter strapping head and Inner notcher strapping jaw head used in the Steel rolling mill, which were earlier being imported from other countries.
To augment the network of Technology Centres, under the Scheme, “Establishment of New Technology Centres / Extension Centres”, 20 Technology Centres (TCs) and 100 Extension Centres (ECs) are being established across the country under Hub and Spoke model, to provide various services like technology support, skilling, incubation and consultancy to MSMEs and creation of new MSMEs. So far, 25 Extension Centres (ECs) have become operational; and till 30th November 2024, these Extension Centres have trained 72,414 trainees and assisted 1,440 units. Hon’ble Minister, MSME has approved establishment of Technology Centres (TCs) in 20 locations.
2.5 Skilling
- Total 2792 programmes have been conducted, benefiting 1,40,738 persons, under the scheme, Entrepreneurship Skill Development Programme (ESDP), from January, 2024 to December, 2024.
- Further, under Assistance to Training Institutions (ATI), assistance is provided to training institutions under the Ministry viz., ni-msme, KVIC, Coir Board, Tool Rooms, NSIC & MGIRI and state level EDIs in the form of capital grant for the purpose of creation and strengthening of infrastructure and support for entrepreneurship development and skill development training programmes. Under the Scheme, 30,346 trainees trained and 16 Organisations/ State level EDIs supported, with total expenditure of Rs. 72.51 crore, from FY 2021-22 to FY 2023-24. 531 training programmes covering 12,475 trainees have been approved for 2024-25; and Rs 17.88 core has already been incurred on assistance under the scheme in the current FY 2024-25.
2.6 Promotion of MSMEs among SC/STs and in NER
2.6.1 National SC-ST Hub (NSSH)
The scheme is aimed at promoting entrepreneurship amongst the SC/ST and to fulfil the mandate of 4% public procurement from SC-ST owned MSEs as laid down in the Central Government Public Procurement Policy. During April to November, 2024, 9295 SC-ST entrepreneurs have availed benefit under various components of NSSH Scheme. In current year, 67 Special Vendor Development Programme (SVDP) have been organised in various locations with CPSEs, SC-ST entrepreneurs and other stakeholders for sensitization and augment their participation in public procurement process. In addition, one Mega Event (NSSH) Conclaves) has been organised at Moga, Punjab. More than 760 SC/ST entrepreneurs participated out of which 380 were women as intimated by NSSHO, Ludhiana.
The scheme has positively impacted target beneficiaries by providing professional support in upgrading their skills, facilitating market linkages and handholding support which resulted in a 17-fold increase in public procurement from SC/ST MSEs (in terms of value) i.e., Rs. 99.37 crore in 2015-16 to Rs. 1722 crore (aprox) in 2023-24 as reported on the MSME Sambandh portal. In current financial year till November 2024, the share of SC-ST owned MSEs in public procurement was 1.3%. The data of procurement for FY 2024-25 is expected to increase further once all CPSEs uploaded their data in MSME Sambandh portal.

- Promotion of MSMEs in NER and Sikkim Scheme

The scheme provides financial support to create or upgrade infrastructure and common facilities for MSMEs located in the North Eastern Region (NER) to promote manufacturing, testing, packaging, R&D, products & processes innovations and skilling activities.
Under the Scheme, 12 new projects comprising 3 projects from Assam, 5 projects from Nagaland and 4 projects from Sikkim have been approved during the year at a total project cost of Rs 174.24 cr with a Government of India grant of Rs 142.05 cr. During the year 2024, a Government of India grant of Rs. 69.41 cr including Rs. 39.09 cr during the current financial year 2024-25 (as on 30.11.2024) has been released for various projects approved under the scheme.
2.7 RAMP Scheme
RAMP is a World Bank supported Central Sector Scheme aimed at improving access of MSMEs to market, finance and technology upgradation. The programme also aims at strengthening institutions at the Central and State level, and enhancing Centre- State collaboration. So far, all the 36 States and UTs have signed the Letter of Undertaking (LoU) with the Ministry for participating in the RAMP Programme. 32 States/UTs have submitted Strategic Investment Plans (SIPs) of which 31 SIPs have been evaluated and more than 200 proposals, worth about Rs.3000 Crore have been approved for the States/UTs. Since inception, all initiatives under RAMP have impacted more than 4 lakh MSMEs. The Ministry has achieved 50% of the programme target in respect of claiming reimbursement, on account of completion of deliverables.
2.8 International Cooperation
The International Cooperation Scheme build capacities of MSMEs to enter export market by facilitating their participation in international exhibitions/fairs abroad and organizing conferences/seminar/buyer-seller meets in India on reimbursement basis. Through International Cooperation scheme, MSMEs are supported to make them globally competitive by continuously updating themselves to meet the challenges emerging out of changes in technology, demand, new markets, etc.
2.8.1 Significant Bilateral Meetings held with other countries:
- The fourth meeting of India-Japan JWG on MSME Cooperation, constituted under the India-Japan Industrial Competitiveness Partnership Roadmap (IJICP), was held on 22.05.2024 in Udyog Bhawan, New Delhi. During the meeting, both sides discussed on the roadmap for FY2024-25 for imparting of 5S and Kaizen programs by Japanese experts for technology centres under M/o MSME.
- Ms. Reta Jo Lewis, Chair and President of the EXIM Bank of the United States met with Secretary and team on 12.09.2024. In the meeting, both sides discussed export-oriented collaboration, educating MSMEs about export-import processes through one-on-one knowledge sharing between MSMEs of both countries and focusing on women and first-time exporters.
- Ministry led a delegation of MSMEs to attend the 3rd India-Taiwan SME Joint Working Group Meeting and 3rd Meeting of India-Taiwan SME Cooperation Forum in Taiwan during 02-04 October, 2024 under the lead of Additional Development Commissioner, O/o DC(MSME). During this visit, Memorandum of Understanding between the National Small Industries Corporation Ltd. (NSIC), India and Industrial Technology Research Institute (ITRI), Taiwan on co-operation in the field of MSME was also signed on 02.10.2024.
- Promotion of Khadi, Village Industries and Coir Sector
2.9.1 Khadi and Village Industries
The Government is committed to promote Khadi and Village Industries Sector to foster socio-economic development in rural India. This sector, with its rich legacy and untapped potential, is being revitalized through targeted interventions through Khadi and Gramodyog Vikas Yojana (KGVY). KGVY is a Central Sector Scheme and there is no state component involved in this scheme. Khadi Vikas Yojana (KVY) is one of the major component of KGVY which is aimed for the promotion and development of Khadi sector, while the Gramodyog Vikas Yojana (GVY) is another major component aimed for the promotion and development of Village Industries.
There has been more than 4 fold increase in the KVI sales in the last 10 years, which is to the tune of Rs.155673.13 Crore in FY 2023-24 as compared to Rs.33135.90 Crore in FY 2014-15. In current FY till 30.11.2024, KVI sales to the tune of Rs.110747.40 Crore (P) have been recorded.
There has been a more than 3 fold increase in the KVI production in the last 10 Years which is to the tune of Rs.108297.91 Crore in FY 2023-24 as compared to Rs.27569.37 Crore in FY 2014-15. In current FY till 30.11.2024 the KVI production of Rs.76017.79 Crore (P) has been achieved.

- Coir Sector

Indian coir sector achieved an export turnover valued at Rs. 2,895.63 crores during the period from January 2024 to November 2024. Employment generation in the same period is reported to be 2,126, thus making the cumulative employment generation to 7,52,200 with the overall production of coir fiber reaching 7,32,900 MT.
Coir Board has conducted 94 promotional programmes for skill development, across the country and trained 4,339 persons during this period. Further, Coir Board facilitated participation of exporters and coir manufacturers in 6 international exhibitions and 29 domestic exhibitions. The 32nd meeting of Geosynthetics Sectional Committee, TXD 30 of BIS approved the new standard on “Specification for Coir non-woven composite Geo- Textiles-Coir Stitched Blankets”. On 11th February 2024, Coir Board opened its new showroom at Kankavali, Sindhudurg.
3. Special Campaign 4.0:
The Ministry of Micro, Small and Medium Enterprises (MSME), Government of India, along with its attached/ subordinate organizations and field formations, took active part in the Special Campaign 4.0 (during 2nd Oct. – 31st Oct. 2024) and actively carried out all several activities focusing significantly on reduction of pendency across various domains, saturation of Swachhata, and institutionalizing cleanliness initiatives.
During the Campaign, the Ministry of MSME and its field formations have achieved 100% accomplishment on the targets set on 10 specified parameters and more than 80% of the targets set for other 03 parameters.
The Campaign also generated revenue of Rs 21.84 lakh through the disposal of obsolete items, thus freeing up usable office space of 43,342 sq. ft.
The Ministry and its organizations undertook several best practices during the Campaign, in the areas of Technology Enablement and Digitization, Transforming Waste into Opportunities; Initiatives focused on sustainable and eco-friendly practices and encouraging Jan Bhagidari in the campaign especially for instilling the values of swachhata and environmental friendly practices among citizen.
4. ACHIEVEMENTS OF NSIC, MGIRI and Ni-MSME

- National Small Industries Corporation (NSIC)
NSIC provides credit support for raw material procurement by making the payment to suppliers in Raw Material Assistance scheme against Bank Guarantee. During the financial year 2023-24, Credit support amounting to Rs.7,586.35 crore under Raw Material Assistance (RMA) was given by NSIC to more than 2530 MSMEs units. In current FY 2024- 25 (upto September 2024), credit support worth 3521.24 crore provided to more than 2289 MSMEs.
NSIC forms consortia of small units manufacturing the same products, thereby pooling in their capacity, which provides comfort level to MSEs as suppliers and also to buyers. The Corporation applies for tenders on behalf of consortia of MSEs and secures orders for bulk quantities. These orders are then distributed amongst MSEs in line with their production capacity. During the financial year 2023-24, NSIC has participated in 584 tenders valuing Rs.246 crore and executed tenders amounting to Rs.65.34 crore. NSIC Technical Services Centres are offering Job oriented skill development trainings in various disciplines as per requirement of industries. The centres are equipped with the conventional to hi-tech machinery and modern equipment. During FY 2023-24, 66765 trainees and in FY2024-25 (upto September 2024), 25,221 trainees have been trained in these technical centres.
4.1.1 MoU Signed with Tajikistan:
A Memorandum of Understanding signed on 29.10.2024 at Dushanbe, Tajikistan between the National Small Industries Corporation Ltd. (NSIC), a CPSE under Ministry of Micro, Small and Medium Enterprises (MSME), Government of India and Ministry of Industry and New Technologies (MINT), Republic of Tajikistan on co-operation in the field of MSMEs.
4.1.2 MoU signed with Egypt:
An MoU of cooperation in MSME sector was signed on 12.12.2024 at Cairo, Egypt between the National Small Industries Corporation Ltd. (NSIC), India and the Micro, Small and Medium Enterprises Development Agency (MSMEDA), Egypt.

- Mahatma Gandhi Institute for Rural Industrialization (MGIRI)
Mahatma Gandhi Institute for Rural Industrialization (MGIRI), Wardha is a National Autonomous Institute, founded on Gandhian principles of self-sufficiency and empowerment for rural communities, especially in fostering sustainable village industries under the aegis of the Ministry of MSME, Government of India. MGIRI has historically supported rural artisans by promoting traditional crafts, adopting sustainable practices, and enhancing the capacity of rural industries. MGIRI carries out various projects such as developing products, consultancy, incubation and developing machinery benefitting micro enterprises, artisans, spinners, weavers, etc.
With the aim to establish, a high-impact model that empowers rural artisans and entrepreneurs through structured support a project to reposition MGIRI into a Centre of Excellence (CoE) for Rural Industrialization worth Rs.78.83 Crore approved by the Ministry. To facilitate capacity-building programmes in MGIRI, a proposal to construct a Hostel cum Guest House with an estimated cost of Rs.17.13 Cr has also been approved.
During January to December 2024, MGIRI undertook 97 skill development-training programmes for various sectors. During this period, MGIRI had developed 13 technologies for field trials/dissemination, 43 innovative products/ processes.

- National Institute for Micro, Small and Medium Enterprises (Ni-MSME)
Ni-MSME originally set up as Central Industrial Extension Training Institute (CIETI) in New Delhi in 1960 under the then Ministry of Industry and Commerce, Government of India. The Institute shifted to Hyderabad in 1962 as a registered Society in the name of Small Industry Extension Training Institute (SIET). After the enactment of MSMED Act, 2006, the Institute expanded focus of its objectives and re-designated its organization structure. In line with the new Act, the Institute rechristened as National Institute for Micro, Small and Medium enterprises (ni-msme). It is currently an organization under the aegis of the Ministry of Micro, Small and Medium Enterprises (formerly Ministry of SSI & ARI), Government of India.
Functions
Enterprise promotion and entrepreneurship development being the central focus of Ni-msme, the Institute’s competencies converge on the following aspects:
- Training new corners in Information Technology
- Spotlighting of topical issues through conferences, seminars, etc.
- Greater attention to need based programmes
- Programme evaluation
- Diagnostic and development studies for policy formulation; and
- Empowering the under-privileged through micro enterprise creation.
Major Activities and Achievements
In all, over 350 national and international programmes were conducted by the Institute during the year 2024-25 involving 10,800 participants.
5. GRIEVANCE REDRESSAL PORTAL
Hon’ble Prime Minister launched an online “CHAMPIONS” Portal on 1st June, 2020, which covers many aspects of e-governance, including grievance redressal and handholding of MSMEs.
Since inception, CHAMPIONS Portal has received 1,16,100 grievances, out of which 1,14803 (98.88%) have been replied on the portal.
